Walmart has Remington 700 ADLs for under $400. You can find them used at gunshows for a little less.

those cover the main bolt-action players. Each has an economy model all the way up through custom-shop works of art.

While you can find surplus bolt actions - Nagants around $150 and Mausers around $250, unless you are satisfied with the iron sights, I'd pick something else. They will cost more to put a scope on them then the difference in cost between them and the commercial models.
